Rural Community Immigration Pilot (RCIP)
Program Description
The Rural Community Immigration Pilot (RCIP): is a federal immigration program designed to attract skilled workers to rural communities across Canada. Launched in January 2025, this pilot program aims to support local economies by addressing labor shortages in designated rural areas.
RCIP is a community-driven immigration initiative that allows local employers and economic development organizations to select and recommend eligible applicants for permanent residency.
Under this pilot, applicants who secure a full-time, permanent job offer from an employer in a participating rural community can apply for permanent residency through the federal immigration system.

The goal of RCIP is to boost local economies while providing skilled immigrants with stable jobs and pathways to permanent residency.
Eligibility Criteria
To qualify for the Rural Community Immigration Pilot (RCIP), applicants must meet the following requirements:
Job Offer Requirements
✅ Must have a valid, full-time, permanent job offer from an employer in a participating rural community.
✅ The job must be classified as TEER 0, 1, 2, 3, or certain in-demand TEER 4 or 5 jobs.
✅ The offered wage must be at or above the median wage for that occupation in the respective province.
✅ The position must be essential to the employer’s business operations.
Work Experience or Education Requirements
✅ Must have at least one year of full-time work experience (1,560 hours) in the past three years OR
✅ Must have graduated from a recognized post-secondary institution in Canada within the last 18 months.
Community Recommendation Requirement
✅ Applicants must receive an endorsement from the rural community’s economic development office.
✅ The community will assess whether the applicant meets local labor needs and intends to settle in the area.
Additional Requirements
✔️ Must demonstrate language proficiency (CLB 4 or higher in English or French).
✔️ Must show proof of sufficient settlement funds unless already working in the community.
✔️ Must commit to living and working in the designated rural community.

Application Process
Applying for the Rural Community Immigration Pilot (RCIP) follows a step-by-step process through the federal immigration system.
Step 1: Secure a Job Offer in a Participating Community
✔️ Applicants must first receive a full-time, permanent job offer from an employer in one of the designated rural communities.
✔️ The employer must be approved by the community’s economic development organization.
Step 2: Apply for a Community Recommendation
✔️ Applicants must submit their application for endorsement directly to the rural community where they will be working.
✔️ The community will evaluate:
• Labor market needs
• Applicant’s skills & work experience
• Settlement plan & commitment to live in the area
Step 3: Receive a Community Nomination
✔️ If selected, the applicant receives a community recommendation letter to proceed with the immigration process.
Step 4: Apply for Permanent Residency
✔️ With the community recommendation, applicants can apply for permanent residency through Immigration, Refugees and Citizenship Canada (IRCC).
✔️ The application is processed under a priority pathway for rural workers.
Step 5: Relocate & Begin Work
✔️ Once the PR application is approved, the applicant moves to the designated community and begins working.
✔️ Settlement services help newcomers integrate into the community smoothly.
Step 6: Optional WorkPermit
If you have applied for permanent residence under the Rural Community Immigration Pilot (RCIP), you may also be eligible for a 2-year work permit. The work permit lets you work while your permanent residence application is being processed.

To qualify for a work permit, you must:
- have an eligible offer of employment from your designated employer
- have a recommendation from a participating community
Deadlines & Processing Times:
